As co-founder, Mr. Strange has positioned Intelisyn as one of the leading Project Development firms in the industry. Drawing from 44 years of experience, Mr. Strange has committed himself to the ideals of advanced planning, development of procedures, and the successful delivery of contracting options. Implementation of these ideals required the pioneering of Project Development processes and management techniques, including software innovations, and cost effective “value added” services from project conception to close-out.

The Intelisyn Project Development control process has been successfully applied to over $10 billion in construction projects. Mr. Strange has a unique, “hands-on” policy when it comes to project involvement resulting in success stories within the institutional, commercial, multi-residential and advanced technology industries.

Mr. Strange graduated cum laude from Cal Poly, Pomona with a B.S. in Construction Management and furthered his education with an MBA from Pepperdine University.

Loren Lavi, LEED® GA

As a 30 year veteran of the construction industry, Mr. Lavi has refined innovative management techniques utilizing a meticulously detailed, document intensive and methodically controlled process from conceptual design to project close-out. Since joining Intelisyn in 1993, Mr. Lavi has been responsible for all aspects of the project control process including managing the Intelisyn project delivery team, maintaining project cost control systems and forecasting cash flow requirements, estimating, schedule development, negotiation of contracts and change orders, management of the equipment procurement process, and overall quality surveillance.

Mr. Lavi has developed an impressive portfolio of Project Development accomplishments within the construction industry, and provides specialized expertise in Healthcare Project Development. Mr. Lavi graduated “Top of Class” with a B.S. in Construction Management and a minor in Business Administration from California State University, Chico.

Karen Garcia
Executive Director
 

With 34 years of corporate operations experience, Mrs. Garcia directs the daily business development of the Intelisyn Team. Direct expertise includes the management of project invoicing, accounts receivable/payable, payroll, insurance, and taxes. Shared HR responsibilities include administration of the employee records, new hire process, health benefits and co-management of the Intelisyn 401k plan. Mrs. Garcia also manages the Intelisyn Incentive Program. She maintains a database of client contacts, and the electronic distribution of information to the project teams. Mrs. Garcia is a key member in the development of RFP’s, proposals, cash flows, client contracts, and the maintenance of documents for bid analysis, budget tracking, and cash flow analysis as well as project presentations.

Mrs. Garcia has provided services to all phases of the project delivery process from entitlements through close-out for over 20 years. Her portfolio includes Healthcare providers such as Cedars-Sinai, UCSD Medical Center, City of Hope, Palomar Medical Center, Dignity Health, Providence Health & Services, Kaiser Permanente, and Redlands Community Hospital. Senior Living sector includes Front Porch, Episcopal Communities and Services, and San Diego Hebrew Homes. Education sector includes multiple University of California, San Diego projects.

Chris Page, LEED® GA

Mr. Page has 28 years of experience in the design/construction industry and as an Executive Director, is responsible and accountable for our San Diego team and operations. His experience and high level of client satisfaction have solidified Intelisyn as a Program Management leader in the San Diego market. Mr. Page has been instrumental in supporting over $2 billion of projects throughout this region including the UC San Diego Medical Center and Education campus. The San Diego team provides expertise in delivering projects thru a variety of project delivery methods including Stipulated Sum, Design Bid Build, Design Build, CMAR, GMP and Owner Builder.

Mr. Page guides the team through all phases of the Project Delivery Process including Entitlements, Program/Design Development, Capital Budgeting, Scheduling Models, and the implementation of Construction including Contract Negotiations and Administration, Cost/Schedule Analysis and Dispute Resolution as needed.

In addition to Project Management and Construction Logistics, Mr. Page leads the team in providing Scheduling and Long Range Planning support Services for UC San Diego on the La Jolla and Hillcrest Campus locations. His team is relied upon for the accurate and detailed presentation of planning tools, budget and schedule development, interproject coordination, project socialization and campus communications, leadership communications, instructive graphics and maintaining communication protocol while working to mitigate impacts to patients, staff, and visitors throughout each phase of the project delivery process.

Mr. Page’s portfolio of successfully completed projects include Healthcare, Laboratory, Graduate and Undergraduate Academic Environments and Student Housing, Central Plants and Site Infrastructure Improvements, Performing Arts Center, Senior Living/Retirement Communities, and Transportation. The portfolio of applied project management includes both OSHPD and City/County jurisdictions.

Mr. Page earned a B.S. in Construction Management with a minor in Business Administration from California State University, Sacramento.

Patrick Daniel
Program Planning and Development
 

Mr. Daniel brings over 35 years of successful Project Delivery, Hospital Operations knowledge and Capital Program experience to the Intelisyn Team.

Mr. Daniel has a unique background in both Healthcare Project delivery and Management of Multiple Hospital Support Services Departments in multiple Healthcare Organizations. He began his career in Project Management, building both Coal fired and Nuclear-Powered Generating Plants. After completing work on the San Onofre Nuclear Generating Plant, he migrated to Kaiser Permanente Hospitals in San Diego where he successfully managed projects that expanded the Hospital and upgraded all electrical distribution systems in the existing facility.

Mr. Daniel began his Healthcare Management experience as Chief Engineer at the San Diego Kaiser Permanente Hospital where he oversaw Facilities Engineering, Clinical Engineering, and construction project delivery. Over the next fifteen years he expanded his role to include managing all Support Services Departments and was promoted to Hospital Administrator over all these Services. During Mr. Daniel’s tenure at Kaiser, he was the Administrator responsible for oversight and coordination of Hospital Operations with Project delivery for six Medical Office buildings, and multiple expansion projects at the Kaiser San Diego hospital.

In 2005 Mr. Daniel continued his career at UCSD Health System, where he was responsible for Operations of all Support Services but also oversaw the Capital Asset Management program for the Health System. During his tenure at UCSD, Mr. Daniel oversaw over a billion dollars of capital expansion, that included the Sulpizio Cardiovascular Center, The Jacobs Medical Center Tower expansion at Thornton Hospital, and the Koman Family Outpatient Center.

Mr. Daniel retired his position as Chief Administrative Officer for Facilities Planning and Management in 2017 and began the next phase of his career joining Intelisyn in 2018 as a consultant/team member for UC San Diego Hillcrest Long Range Development Planning.

Ms. Strange manages the business resources and provides project support to all Executive Directors and Senior Project Managers at Intelisyn. In 2019, Chelsea implemented a Human Resources structure platform and manages the new HR software. Chelsea is utilizing her Business Administration knowledge to manage Intelisyn’s internal project, Next Gen and is a vital leader of Intelisyn’s recruiting and onboarding process. In addition, Ms. Strange manages the allocation of Human Resources requirements and compliance for the company, project invoices and contract statuses, budget tracking, accounts payable/receivable, documents for bid analysis and maintenance, requests for qualifications and proposals, the formatting/coding of all documentation, project presentations, and the electronic distribution of information to the project teams.

Ms. Strange earned her Master’s Degree in Business Administration, graduating with Magna Cum Laude from California Lutheran University.

Chelsea received a Bachelor of Science Degree in Human Communications from California State University, Monterey Bay while playing on the Women’s Soccer team and earning a Captain role her senior season. After 4 seasons of soccer she used her 5th year of athletic eligibility to run for the Monterey Bay Cross Country team.
