Eriko Kobayashi
Senior Project Manager / Civil Engineer
Eriko Kobayashi is a licensed civil engineer with over 24 years of experience spanning both private and institutional sectors. She began her career specializing in land development design throughout San Diego County, leading subdivision and mixed-use housing and commercial projects involving grading, hydrology and hydraulics analysis, and public and private roadway design—including wet utility systems such as sewer, water, and storm drain infrastructure.
Since 2009, Eriko has served as an as-needed consultant to the Office of Capital Program Management (CPM) at UC San Diego, providing civil engineering and project management support across a diverse portfolio. Her work has encompassed utility infrastructure upgrades—including sewer, storm drain, high-temperature water, and chilled water systems—as well as improvements to sports fields, roadways, and parking facilities. She has also led tenant improvement projects for specialized spaces such as aquariums and research laboratories. For many of these initiatives, Eriko managed the full project lifecycle, from securing funding through design development, permitting, construction, and final closeout.
Her responsibilities at UC San Diego also include providing project management and civil engineering support for both minor and major capital projects, reviewing plans, specifications, and technical reports for design approval, and contributing to updates of UCSD Design Guidelines and Specifications.
Eriko is known for her ability to translate complex engineering concepts into clear, actionable guidance for diverse stakeholders. She brings a methodical, empathetic approach to every project—balancing technical rigor with collaborative leadership. Her work consistently reflects a commitment to regulatory compliance, process improvement, and the long-term success of institutional infrastructure.
